Why change? The previous guidelines are 10 years old and are in dire need of updating. Several independent reviews and academic studies, including a landmark 2019 report by Harvard University economist Jason Furman to the UK government, show antitrust regulators often poorly executed. According to Furman’s research, in the 10 years to 2018, the world’s five largest tech companies made more than 400 acquisitions, with a few being scrutinized and unblocked. Tech companies have moved too fast, and antitrust authorities are collapsing.
