Texas voting map targeted in Justice Department lawsuit

Texas Republicans did not attempt to draw the line to immediately take seats from Democrats. Instead, the analysts said, they’ve rebuilt nearly a dozen counties that could become more competitive over the next decade to ensure they stay firmly in the red. The result is that even if those areas of Texas become more demographically diverse, the changes likely won’t be reflected in elections.
