Ralph Puglisi pleads guilty after embezzling $12.8 million from USF

Puglisi began working for the nonprofit in 2006, and by late 2015, had unique management of its 4 bank card packages, in line with a 61-page report ready for the college by Protiviti, a consulting agency specializing in forensic audits. That management gave Puglisi the only real authority to arrange new bank card accounts, change spending limits, handle card entry and terminate accounts.
