Jamal Thomas, 37, who has been homeless on and off for seven years, informed council members that he had been dwelling in NoMa till the encampments below the Metro overpass on L Avenue and M Avenue NE had been cleared final month. Now, he’s dwelling on the encampment at New Jersey Avenue and O Avenue NW, which is scheduled to be cleared subsequent week.
