Was it wrong for these workers to use this tactic to defeat the official?

A spokesman for the Department of Sanitation said it was “actively investigating” the workers who submitted false evidence.

Diane Struzzi, a spokeswoman for the city’s Bureau of Investigation, said the agency was “aware of allegations regarding bogus vaccination cards and declined to comment further”.
