Members of Cuomo’s administration discussed the number, and in an email exchange, a member of the governor’s coronavirus task force said the 10,000 figure should not be made public. Later, the ministry’s draft reports included a different number – 6,500, reflecting only the number of deaths in the facility, the Council report states.
