Court documents show Najee Chinyelu Bullock, 22, was sentenced to 30 years in prison with 15 suspended sentences after pleading guilty to kidnapping with intent to defile. He will serve 15 years behind bars, well above the maximum of guidelines from the Commonwealth that recommend a maximum sentence of 10 years and seven months in prison.

The accusation stems from an incident in December 2019 at the Virginia Beach Oceanfront.

Officials said around 2 a.m. on December 29, 2019, a woman was hanging out with friends at the beach and was about to join a share when Bullock approached her.

He said he lost his phone and asked her for help.

After looking in the sand for a while, she gave him her phone to use the “find my phone app”. That’s when she noticed his hand near her crotch making erotic movements.

When she asked for her phone back and tried to leave, he grabbed her from behind and pinned her to the ground. Putting his hand over her mouth, he told her that he wanted to do obscene things to himself but didn’t want to hurt her.

The woman said in part Bullock told her, “I just want to assault you. Let me… and I will let you go. ”

She tried to run away many times but was repeatedly pinned to the ground. At one point he told her that he had a gun.

As they got closer to the water, she held down the side buttons on her iPhone to activate the emergency feature. The phone calls the dispatcher, who was able to ping her phone’s location.

911 dispatchers told officials they heard the victim whispering into the phone for help and begging Bullock not to hurt her. Bullock’s voice was also heard twice saying that they needed to get closer to the water.

When they saw the police lights on the boardwalk, Bullock ran away with his phone. He was arrested two streets away from where her phone was found. Man convicted after kidnapping, attempting to assault woman in Oceanfront
