JH then saw Carmona-Cartagena standing in front of Wilson, saying something to him, according to the lawsuit. She “left when the horn started to sound,” and fled the scene by driving into a nearby alley.

Another witness, identified in the complaint as “TP”, told detectives she left the house around 6:05 a.m. and “saw something in the street that she initially thought was an animal.”

“TP had to orbit the object and found that it was a human body,” the complaint says. TP pulled over and called 911. While on the phone, TP said she saw a black SUV coming from behind and tried to stop the driver from hitting Wilson again. Carmona-Cartagena then got out of the car and stood on her feet “without saying a word,” looked at TP, and drove off, according to the complaint.

Both witness accounts were backed up with surveillance video from a nearby church, the lawsuit states.

Wilson was pronounced dead by the Milwaukee Fire Department at 6:24 a.m. “from traumatic injury.” [the] lawsuit said.

Detectives conducted a search of the SUV, eventually finding it about a block away, in the Carmona-Cartagena driveway. She was sitting inside the car, “had an accident and had blood stains on the headlights and grill on the front passenger side [sic],” According to the complaint.

Officers placed Carmona-Cartagena under house arrest, after which she made “several unsolicited statements,” the complaint continued.

“I know why I hit him, for my safety, but I hope he’s okay,” Carmona-Cartagena told first responders, claiming she ran over Wilson because “” he’ll pull a gun at you.”

Carmona-Cartagena allegedly admitted taking Wilson’s car keys as he lay bleeding on the ground, then returned to his SUV and drove towards him.

“She said she failed a few times and was eventually able to hit him on the street,” according to the complaint. “She saw that he was still moving after she ran over the first time, so she had him run a few more times to make sure he was dead. She says she ran him the first time to kill him. She knows she has plenty of chances to drive away, but she thinks he’s a gang member and has a gun and is coming to retaliate. “

After allegedly killing Wilson, who was described by the local NBC affiliate WTMJ as a community advocate The complaint says Carmona-Cartagena told police she went to see Wilson and knew he was dead, so she leaned over and closed her eyes.
