The Government Offices are a unique landmark in Cities: Skylines. To unlock this building you need to have an average junk pile of 40 in your town.

This landmark is available on maps that use the Europe theme. In the vanilla game (no DLCs), these maps are Cliffside Bay, Foggy Hills, and Grand River.

You can check the theme of each map on the game's home screen. / Cities: Skylines

Step 1: Unlock the Unique Buildings menu

You must reach the Worthy Village milestone before you can unlock the Unique Buildings tab and begin your progression.

Depending on the map, this can range from 240 to 950 inhabitants.

Step 2: Deny access to Garbage Collection Services

Next, make sure your town isn’t collecting garbage.

If you already have garbage collection buildings running (e.g. landfills, recycling yards), click on each of those buildings and then turn them off.

Then all you have to do is wait until the progress bar reaches 40.

Once it does, don’t forget to turn your garbage services back on.

Although the Government Offices are easy to unlock early, it is quite an expensive building to build (₡85,000). So you’ll probably have to wait a while to earn the money for it.

Tip: Unlock early or use throwaway town

It is advisable to unlock this building very early in the game, as the average garbage mountain in small towns reaches 40 very quickly. It will also be much easier to recover from negative impacts (e.g. some people leaving) on a small scale.

However, if you already have a large population and don’t want to risk the consequences of your big city piling up trash and making so many citizens miserable, consider a throwaway city.

This is basically a saved game that you create specifically to unlock unique buildings that require awkward conditions to unlock (e.g. garbage, high crime rate, etc.).

Once you’ve unlocked a unique building in a save, it will remain unlocked in all your games unless you click the “Reset Unlock Unique Buildings” button in the game options.
