Yes some ways that you can do this and it can happen naturally during the time you play the game. To speed up the process, you’ll want to win battles using Pichu, gather resources using Pokémon, and feed them EXP candies.

If you’re doing these things and still aren’t getting results, you might want to check to see how the friendship is currently. You can do this with the friendship tester you get in Quest 7. Go to the NPC near the farms outside of Jublife Village. Talk to him and he’ll test your Pokémon’s friendship level to gauge how much extra work you need to do before Pichu is ready to be Pikachu.

Once you’ve got Pikachu on your team to complete the evolution path, the next thing you want to do is earn a Thunder Stone and evolve the Pokémon into Raichu.
