WASHINGTON — Democratic lawmakers have been working to finalize whittled-down elections laws as they reached Friday’s anniversary of the 1965 Voting Rights Act, with negotiators saying they have been shut on a measure supposed to override state voting restrictions by setting minimal requirements for accessing the poll.
