Best Shadow Pokemon for Raids

Team Rocket (Jesse and James in particular) were comical support characters rather than an actual threat to Ash and his friends in the anime. 7 Shadow Hariyama
While Shadow Hariyama isn’t the best fighting-type Shadow Pokémon on this list, it still has one of the highest Stamina (HP) stats Pokemon GO, 302 at max CP. With that much HP, Shadow Hariyama can pack a heavy punch against 5-Star or Mega Raid Pokémon before being KO’d.
The ideal moves for Shadow Hariyama are Counter (Fast Movement) and Dynamic Strike (Charged Movement). Players use counters over the other fast moves as this is one of the fastest DPS moves Pokemon GOmeaning players can use their charged moves more often.
6 Shadow Entei
One of the three legendary beasts (affectionately known as the legendary hounds), Entei has always been a worthy contender on the competitive scene in Pokemon GO. As players can expect, Shadow Entei is among the best legendary Shadow Pokémon that players can add to their raid team. Shadow Entei’s stats are also well balanced (235 Attack, 171 Defense, and 251 Stamina), so it won’t go under as quickly as other Shadow Pokémon or its “purified” counterpart.
The best move setup players should have on their Shadow Entei is Fire Fang (rapid movement) and Overheat (charged movement). But if players don’t have enough TMs or Stardust to change their moves, they can settle for that Fire spin (fast movement) and flamethrower (charged movement).

Shadow Moltres is a slightly better Raid Pokémon than Shadow Entei, mainly because it has a better Attack stat (Attack 251). Additionally, Shadow Moltres is a dual-type (Fire/Flying) Pokémon, meaning it has a better chance of countering a Raid Pokémon than a monotype like Entei.
Shadow Moltres has several move combos that work well for raids, but the best moves are Fire Spin (Fast Move) and Sky Attack (Charged Move). But if a player already has a decent Shadow Entei, they can teach their Shadow Moltres Wing Attack (Fast Movement) since it’s a powerful counter to Fighting-type Raid-type Pokémon.
4 shadow Machamp
The combat type is one of the best offensive types out there Pokemon GO since it can face Dark, Ice, Normal, Rock, and Steel-type Pokémon with ease. And Shadow Machamp is the best fighting-type Shadow Pokemon in the game, not to mention it has a decent array of stats (234 Attack, 159 Defense, and 207 Stamina).

But due to its low stamina (172), Shadow Weavile is something of a glass cannon, meaning players will need to choose their raid battles carefully.
Shadow Weavile can fill two different types of roles Pokemon GO, but mostly a full dark role is best. Players will want to teach their Shadow Weavile Growl (Fast Charge) and Foul Play (Charged Move). For the Ice-type role, Shadow Weavile should study Shards of Ice (Fast Movement) and Avalanche (Charged Movement).

Although Shadow Mamoswine is an unpopular Gen 2 Pokémon, it is the best weapon among Ice-type Pokémon Pokemon GO. In addition, Mamoswine is a dual-type (Ground/Ice) Pokémon and can counter Electric, Fire, Poison, Rock, Steel, Dragon, Flying, Grass, and Ground.
The best moves for Shadow Mamoswine are Powder Snow (Fast Movement) and Avalanche (Charged Movement). Powder Snow, while slow, has a high charge rate, allowing players to use Avalanche more often. Bulldoze (charged attack) is a good second choice for Charged Moves when a player is low on Stardust and can’t change it.
1 Shadow Mewtwo
Undoubtedly, Shadow Mewtwo is the best Shadow Pokemon to use in Raids since it has the strongest Attack stat (300) and that’s after Niantic nerfed it. But beyond that, Shadow Mewtwo can learn almost any type of move, from Thunderbolt to Hyper Beam. Mewtwo can learn from all the possibilities of Fast Moves, confusion remains the best as it has high DPS. As for charged moves, players can choose from the following:
