At that point, prosecutors said the two had met again in November and Conceicao had made it clear he was ready to proceed with the girl’s murder.

Told by “Individual-1” by a “guy” who was “cheap” and “asked $15, $10, problem solved,” Conceicao reportedly replied “OK.”
