In a speech Thursday on the College of Notre Dame, the veteran conservative justice assailed use of the time period “shadow docket” to explain the emergency purposes that come earlier than the court docket, and sought to rebut criticism that he and different members of the court docket had successfully overturned the constitutional safety of abortion in Texas.
