The federal government’s sprawling investigation, often known as Case No. 173, dates again to 2011 when Egypt was dominated by a navy council following the overthrow of longtime autocrat Hosni Mubarak. On the time, Egyptian authorities froze the property and imposed journey bans on dozens of rights teams and human rights advocates, angering Western governments.
