Access restricted Xbox Dev mode: Why is my account locked?

Some Xbox users are finding it Developer mode is being disabled on their dashboard due to “inactivity.” The common thread seems to be that these users are using Dev Mode to install Retroarch. The “Access Restricted” message received by the user is prohibited. This may lead some to believe that Microsoft is cracking to compete, but the actual cause may be more benign.

It looks like Dev Mode is being disabled on Xbox Series S and Xbox Series X consoles due to users installing Retroarch or any other emulator. Affected people have received the following email:

“We’ve disabled Windows and Xbox subscriptions in your Microsoft Partner Center account because it’s not actively present in the Store. For reference, see the Developer Code of Conduct (https://docs.microsoft.com/en-us/windows/uwp/publish/store-developer-code-of-conduct) which states that the An active presence in the Store must be maintained. ”

The key clause in the associated Developer Code of Conduct states that people using Developer Mode are expected to be active in the Store. That means accounts that don’t upload can be marked as “inactive” and disabled. Users on GBAtemp say they have been told that 90 days is the deadline, but there is no official confirmation of that.

Apparently, users are annoyed about being locked out of Xbox Dev Mode because it requires a $20 payment (for US users). Some reported that they were able to contact support and restored to Developer Mode, but that’s not guaranteed to work, especially if multiple users initiate requests.

Unfortunately, due to the high price of PC hardware, the Xbox Series S and Xbox Series X are among the most cost-effective emulators on the market. While the stipulation that Developer Mode users maintain a presence in the active store is already there, it may be the case that Microsoft is enforcing it due to the number of people using it to install emulator. Alternatively, Microsoft may have just decided to enforce the guidelines that users agreed to when signing up for Developer Mode regardless of any apps installed.
